Header rows with one roving tab stop, all frame-row tall (45, 48 on touch): the absolute frame header (plain, ruled or translucent), the ruled pane titlebar, the opaque ruled page header and the panel row; ToolbarTitle renames inline and opens the title menu.
Frame header (45px)
Absolute row over the content, frame-row tall (28 control + padding 8 8 9 = 45; 48 on touch), gap 4, 28px buttons with 20px icons. translucent: 85 % page colour + 12px blur and a 1px rule (8 % light, 12 % dark); the content scrolls under it (scroller pt = frame row + 8). ruled: an opaque row with a 1px border-line rule (project / standalone pages). One tab stop; ArrowLeft / Right move between buttons.
